CONCORD - House and Senate negotiators reached yesterday agreement on a compromise gay-marriage bill amendment aimed at winning a signature by Gov. John Lynch.

Members of a conference committee took just over two hours to agree on language they say gives more emphasis to the Legislature's intent to protect religious freedoms regarding same-sex marriage.

Rep. Jim Splaine, D-Portsmouth, sponsor of the original gay marriage bill, said he thinks the vote next week will be close. He said the struggle has been worth it.

"Whenever you have a dialogue about ending discrimination it's a good discussion to have," he said. "I am amazed at the patience this Legislature has shown."

Sen. Deborah Reynolds, D-Plymouth, said the bill's new language, "makes even more clear that we want to be sure people are afforded their First Amendment rights," she said. "It amplifies that intention."

Couldn't call it Marriage Equality. Damn this paper.

*[new]  what if he calls in The Speaker and Senate Prez
and says something like..."I can only sign with these changes, which assure equal protection, so that the Bill would stand up to a challenge in Court" or something to that effect. I believe there is a provision in State law that would allow them to go back to their bodies and Amend, and/or correct or improve to get his signature. Who knows if that is correct>

HB 436 Is Complete   (0.00 / 0)
House Bill 436 is complete, not open to further amendment, having passed both the House and Senate -- except for the most technical of changes such as periods or commas or small typos.  That's where it stands at this point, the "Enrolled Bills" process.  

However, there are other bills still to be acted upon which if there was something such as a technical oversight that needed to be corrected or adjusted, we could easily do that in another statute.  

House Bill 436 does the job, and we can always create enough "What If's" to question any bill.  We can make this work, or we can find ways to raise questions.  The fact is, throughout the 8-month process of writing this bill, and amending it, and throughout the 11 hours of public hearings and dozens of hours of discussion in House and Senate Committees, this rather simple bill has been well-considered.  

Either we want to discriminate, or we don't.  Either we're for equality, or we're not.

I always had faith that my friend John would do the right thing. Somewhere in here is a diary about the statutory weakness of New Hampshire's Governor, how Lynch works to assert the power of the executive branch within that framework, and the crazy logic of paying 400 people 100./year to do the peoples' business. A third diary could be written on just how different and successful we are as a State compared to our neighbors, and what role the Primary has to make that difference.
