not break promises to Governor even if Judd Gregg whispers in your ear.

Be an excellent administrator, since that is what the position is - the chief administrator of a large department.

Must be highly ethical and promise to serve full term.

Must be smart enough to get arms around the biggest case the state is defending: the JUA money. I don't know much about the merits of the case, but right now I would be very worried about whether the state is going to be outgunned by the legal firepower on the other side, no matter what the merits are.

Jim Normand is a longtime Manchester attorney, former Governor's Councilor and State Representative, and has fantastic ethics.  Barbara Keshen is Executive Director of the New Hampshire branch of the American Civil Liberties Union.  There are other great choices too -- like Paul Twomey, and the Governor's Legal Counsel Mike Delaney with whom I worked extensively on the marriage equality bill.
