Of the three agency heads whose agencies were found responsible for "significant failures," two are no longer in office. Former attorney general Kelly Ayotte is a Republican candidate for U.S. Senate, and Securities Director Mark Connolly quit, citing a cover-up over the state's handling of the FRM case. (Delaney found no evidence of a cover-up.)

First I love the misuse of the parenthetical. It fits a meme of failing up. About to be accused of 'significant failures' you step down and file to run for Senate a week later. After promising the Governor you would fulfill your term, and you weren't running for higher office, you run.
"Delaney found no evidence of a cover up". As an aside, there was no evidence of any regulatory work being done either. She was not prosecuting the wrongdoers she was canceling out her emails. Now that she's gone she can't be prosecuted for what she did not do.

The "administration of no" had many replicants. On the other hand, (0.00 / 0)
we paid for work to get done and when it wasn't, the irresponsible parties ought to have been fired, rather than allowed to resign with a golden parachute.  
Perhaps the signature evidence of private corporate failure is to be found in the practice of promoting, rather than firing non-performers.  When this practice infects public corporations, we are in real trouble, because the work of public corporations is essential and indispensable. We simply can't afford public servants whose skill set is designed to fail.
