Shea-Porter Visits Afghanistan Amid Concerns

Last week, Carol Shea-Porter, who sits on the House Armed Services Committee and who has long been a champion for our men and women in uniform, was part of a congressional delegation to Afghanistan.  From the release her office put out today:
"This is my second trip to Afghanistan, and I am humbled by the enormous sacrifices being made by our service members and their families. However, I have great concerns about the concept of nation building, the rampant corruption, and the Taliban using money from the drugs there to fund the fight against our troops. I believe our best chance for success depends on the local tribes' willingness to defend their own backyard."
I applaud Rep. Shea-Porter's willingness to be open about her Af-Pak concerns, even as she pays homage to the tremendous effort being expended by our troop presence there.

Shea-Porter Leads Congressional Delegation to Afghanistan

Congresswoman Leads First House Delegation to Meet with Petraeus in his New Role as Commander of the International Security Force in Afghanistan

WASHINGTON, DC - Representative Carol Shea-Porter, a member of the House Armed Services Committee, led a Congressional Delegation (CODEL) to Afghanistan last week. This was the first House Delegation to meet with General David Petraeus in his new role as Commander of the International Security Assistance Force (ISAF) and Commander of U.S. Forces Afghanistan (USFOR-A).

"I am a member of the House Armed Services Committee, and I consider it my responsibility to meet with our troops and with the civilians and US and Afghan political leadership," said Congresswoman Shea-Porter. "This is my second trip to Afghanistan, and I am humbled by the enormous sacrifices being made by our service members and their families. However, I have great concerns about the concept of nation building, the rampant corruption, and the Taliban using money from the drugs there to fund the fight against our troops. I believe our best chance for success depends on the local tribes' willingness to defend their own backyard."

Shea-Porter met with General David Petraeus, Ambassador Karl Eikenberry, Afghan President Hamid Karzai, and other top US and Afghan military and civilian leaders. They discussed the training of combat forces, combat operations, local defense initiatives, reconstruction efforts, oversight of contractors, and the training of the Afghan National Army and National Police.  Shea-Porter also met with deployed service members, wounded warriors, and military families.

Representatives Michael Turner (R-OH), Sheila Jackson Lee (D-TX), Shelley Moore Capito (R-WV), and Mark Schauer (D-MI) participated in the Shea-Porter's CODEL.

Rampant corruption (0.00 / 0)
would be an improvement, because it would mean that Karzai is spreading the payola.  Pretty good synopsis in Newsweek on a shift in US policy toward reconciliation with the Taliban.  If this can be done peacefully, it might be the road out of Afghanistan.  The problem is Karzai, who is monopolizing the graft.  

From the article:

"Back in 2001, the CIA's candidate to head a new Afghan government, Hamid Karzai, had seemed an ideal choice: brave, able, charismatic, with impressive political and tribal credentials. But the 2009 revision said a problem had come up during Karzai's years in power. America was pumping billions into Afghanistan, and much of that money was being diverted to the Afghan elite-which was normal in Afghanistan, the paper said. But too much was being shunted to Karzai's family and friends, shortchanging the other warlords and factions who needed to be paid off, the paper warned. As a consequence, Karzai was losing legitimacy."
