It's not a lie. (0.00 / 0)
It depends on what the meaning of "small" is.  Ordinary folk think of small as a measure of size (a modest piece of pie).  Conservatives think in terms of numbers of people.  "Small government" means one person makes all decisions (the "decider") and small business means one or two people own it.  Koch Industries is a small business (two brothers own it).  They do, however, have a number of subsidiaries, like Investa and the Matador Cattle Company, which are "independently" run.  
There's been a virtual flood of reclassification to "family enterprise," "closely held firm" and "limited liability companies," which mainly aim to let the proprietors escape their social obligations.

I think what most people don't understand, because when they calculate their taxes, it's their gross income that's assessed, is that income from business is only what's left over after all expenses are met.  A not-for-profit enterprise pays no income tax because after all expenses are paid, there's nothing left.
If a corporation were to expend all revenue as wages, operating expenses and capital improvements, there would be no profit to tax.  There would also be no pot of money with which to buy out competitors.

A monopoly is a small business in the sense that it is the only one in its class.  As its power increases, the ruling class shrinks.
