Frank Guinta: Don't Ask, Don't Tell - Union Leader Covers Mystery Money

[I have changed the title to include the most excellent comment about don't ask, don't tell, in the title]

Page two of print edition, and on line, so you also can read the comments - or post your own! My favorite comment is from Bob Jean, who said Frank Guinta believes in "Don't ask, don't tell" - don't ask where the money come comes from and even if you do, he won't tell you.

The focus is the complaint filed by the NHDP with the Clerk of the United States House of Representatives and the FEC, and includes the background:

In the complaints, NHDP executive director Mike Brunelle notes that Guinta campaign finance reports show he made three loans totaling $245,000 to his campaign, on June 30, 2009, and March 28 and June 27 of this year.

Brunnelle also pointed out that on Sept. 3 and 10, Guinta made two personal contributions to his campaign committee totaling an additional $110,000.

So, that is  total of $355,000 in mystery money. The story states that Guinta's first congressional report only listed bank accounts of between $17,000 and $80,000, a salary of $72,000 as mayor, and some stokcs and mutual funds. That  doesn't add up to $355,000.

It also mentions that none of the City of Manchester disclosure forms Guinta filed as mayor or alderman listed the mystery account, either.

This story is a no win for Guinta. Either he did not have a bank account with that kind of money, or, he repeatedly misrepresented the facts on his financial disclosure statements, all the time that he was an alderman, mayor and congressional candidate.  Even if Guinta pulled bank statements out of a magic hat, he still needs to explain why he is a serial offender when it comes to listing bank accounts and real estate investments.

All this goes to question of character, the same type of questions that were precipitated by his behavior at the fight at the Fish and Game Club, when he fled the scene of a bar fight. The same types of questions precipitated when he said he at a debate that he had no student loans, to try to make it sound like he never took advantage of a government program, when in fact he still is paying off student loans from about eight years ago.

Guinta refuses to answer questions (4.00 / 2)
In a Monitor story today, Guinta's spokesman refuses to answer questions:

"All I can say is that it's his money," Bosse said. "It's his personal business."

No, it is not his personal business. Guinta repeatedly filled out public disclosure forms that did not show ANY bank accouints with $355,000 - or $200,000, or $100,000.  That is the public's business.

In the Monitor, there was some blah blah by the campaign about his student loans, too:

Trying to show that government helps people, Shea-Porter had asked Guinta if he received any student loans to go to college.
Guinta responded by saying he did not receive student loans while attending Assumption College in Worcester, Mass. His disclosure form lists a "school loan" liability between $15,001 and $50,000 from NHHEAF Network.
Bosse said Guinta responded correctly during the debate, though he did not address whether the loan was used for Guinta's master's degree at Franklin Pierce Law School.

Well, if he didn't use it for his masters in Intellectual Property (which has to be one of the bigger ironies of the campaign), and he didn't use it for his undergraduate degree, then what else was it used for? His campaign bio only lists Assumption and Franklin Pierce. Did he forget something else, too? Like another college he attended? Or is Frank Guinta refusing to give his campaign spokesman the full story, too?

Frank has to know that the pressure is not going to go away,

How did Frank and Morgan Guinta both qualify for state grad school loans if they have investment properties and a quarter to half mill in the bank? I couldn't get aid and I don't have close to that. Did they both use a government agency, not a bank (Guinta believes in "small government" except when it benefits him) so he could use political pressure on the struggling NHHEAF (NH Higher Education Aid Foundation)? And if they have so much money, why didn't the Guinta's do the right thing and pay off the loans instead of milking taxpayers? You can't trust Guinta!

No, he did not use a bank loans. Guinta's loan is with NHHEAF.  Mrs. Guinta's loans are through used Sallie Mae. As of the filing of the report, they have a combined student debt of $30,000 to $100,000.  

Joanna B. raises a good question: are there financial restrictions that would keep someone with a bank account of a couple of hundred thousand dollars from qualifying for a NHHEAF loan? I don't know the answer, if anyone out there does, or has the time and inclination to find out, that would be great!

Yep, it's the UL being the UL like always. Imagine if Carol Shea-Porter had "found" a half mill and loaned it to her campaign. It'd be on the front page every damn day.

I guess I should give the UL a little bit of credit for covering it at all; they certainly wouldn't have if Bill Loeb were running the store. But still: page 2?

You have to verify every single thing the former mayor of Manchester says. Back before the primary, Guinta told the Portsmouth Herald

The report came with a 100-page rulebook, he said, and he corrected the error immediately.

This is part of his, "the form is convoluted" defense.  So, I looked at the rule book today. It is 71 pages, not 100. Which you might say is quibbling. But, the instruction section is only 24 pages, the rest is sample forms, copies of the ethics rules, the index and table of contents.

And the part regarding bank accounts? About a half a page, with the first sentence stating, "Interest bearing checking or savings accoutns held by you, your spouse or a dependent child must be reported only if their total value exceeds $5,000 as of the end of the reporting period."  What is convoluted about that?  

NOTHING!
