(Gotta read Tucks piece linked here on why Mr. Speaker feels he can block entry to the the Gallery in Representatives Hall. - promoted by Mike Hoefer)
Candidate for House Speaker (and Rep) Bill O'Brien, August 2010:
As Speaker, I will faithfully observe the rules and conduct the State's business in a fair and open manner. Our example will demonstrate the superiority of our philosophy.
Headline, August 2011:
O'Brien fights to lock out the public
(More on this from Tuck.)
And this goes out to GOP Reps. Emerson, Quandt, Soltani, the state senate, and every Democratic legislator:
The Role of the Speaker
The Speaker runs an operation that has as its first responsibility to ensure that every voter in New Hampshire is fairly represented in the House. A successful Speaker must make sure that the voices of all members, their ability to scrutinize issues of interest to their district and their state, and their ability to speak for and vote on behalf of their constituents are never diminished. This means that the institution that is the New Hampshire House of Representatives and the needs of its members comes first.
Reforming the House
With respect to process, there can be no favorites and no violation of rules. That must end. Decorum and respect for each House member must be a hallmark of the New Hampshire House. The next Speaker must focus on what can be done to improve the capacity for each and every member of the House to best serve his or her constituents. It must process the people's business in a more efficient, but more open and respectful manner.
Please take some time to read the rest of the Speaker's campaign platform before he takes it down.
