As Tom DeRosa reports at RedHampshire.com, today Cornerstone Policy Research publicly called on Governor Lynch to veto HB 648. In an email to the organization's action list, CPR executive director Kevin Smith is quoted saying: "We call on Governor Lynch to veto this bill because of the severe fiscal impact it will have on the state budget should it be signed in to law."
Smith's analysis, which seems at this point to be an honest mistake, cites the bill's erroneous fiscal note, which was never reassessed despite a series of amendments to the bill. As a matter of fact, the individual from DHHS who wrote the fiscal note testified at the House hearing in March that it was incorrect, and the bill clearly states that fees must be set to cover all the program's expenses. Here's the relevant section:
126-S:4 Department Rules...........The department's rules shall establish application and renewal fees for registry identification cards in accordance with the following:
I. The total fees collected by the department for compassion centers and registry identification cards shall generate revenues sufficient to offset all state expenses of implementing and administering this chapter; and
II. The department may accept donations from private sources in order to reduce the application and renewal fees.
The reality is that state medical marijuana programs have generally had no trouble covering their expenses and have even generated surpluses. Ours will be no different, if HB 648 is allowed to become law.
Unfortunately, a lot of conservatives have been alerted today about HB 648, and they may be calling the Governor's office in opposition. Please call 271-2121 and ask Governor Lynch to sign this bill!
