Anticipatory bribes is what I call them. (0.00 / 0)
Since public officials, for the most part, are paid for their service from the public purse, the argument that American enterprise has to pay for access hides what should be considered corrupt behavior--i.e. getting paid twice for the same job.

While it's true that there is some expense involved in making one's experience and expertise known to the electorate whose votes are being sought, those expenses should be able to be more than adequately covered by donations from persons who are actually qualified to vote for that particular public office seeker.  

Public officials are barred from accepting bribes.  Why what the money is going to be spent on (publicity to get a job that pays for service as opposed to the job holder directly) should determine whether or not a payment is a bribe is not logical.
Though, the Republican world view does seem to consider intent more important than the act.  Some even go so far as to argue that the intent is as good as the act.  

"All hat, no cattle" comes to mind.
