Shea-Porter Secures $10 Million for New Hampshire Air National Guard
WASHINGTON, DC - Today, Congresswoman Carol Shea-Porter announced that the FY 2010 Consolidated Appropriations Act (H.R. 3288), which has passed both the House and the Senate and is now headed to the President's desk for signature, includes $10,000,000 in funding for the New Hampshire Air National Guard at Pease Air National Guard Base in Portsmouth.  This funding was requested and secured by Shea-Porter and will go to constructing a single headquarters facility for operations that will improve communications and efficiency. The Consolidated Appropriations Act passed the House 221 to 202.  

"The New Hampshire Air Guard at Pease will operate more efficiently because of this funding," said Congresswoman Shea-Porter.  "Our local Guard members are essential and we must provide them with the facilities they need."

A full description of what funding will be used for is below.

Air National Guard - NH  Pease International Tradeport: 10,000,000

This funding request will enable the 157 Operations Group to consolidate its components into a single building, thus improving its command communications and overall efficiency of operations. The fact that not all Operations Group components are co-located in a single facility impacts the efficiency of command communications and operational coordination. The need for consolidation has become acute due to the 24/7 operations tempo required by the unit mission and the impending arrival of an active-duty Wing.

Reps. Shea-Porter & Pingree Secure More Than $9 Million for Portsmouth Naval Shipyard

WASHINGTON, DC - Today, Congresswoman Carol Shea-Porter (NH-01) and Congresswoman Chellie Pingree (ME-01) announced that the FY 2010 Consolidated Appropriations Act (H.R. 3288), which has passed both the House and the Senate and is now headed to the President's desk for signature, includes $9,090,000 in funding for improvements to the Portsmouth Naval Shipyard.  This funding was requested and secured by Shea-Porter and Pingree, and includes $7,090,000 for Gate 2 Security Improvements and $2,000,000 for Consolidation of Structural Shops.  The Consolidated Appropriations Act passed the House 221 to 202.

"This funding will enable the Portsmouth Naval Shipyard to upgrade its security and modernize its facilities," said Congresswoman Shea-Porter.  "The Portsmouth Naval Shipyard is the best shipyard in the country and I am pleased it will maintain that status."

"The Portsmouth Naval Shipyard has some of the best workers in the world and it's important that they have world class facilities to do their work.  The improvements these funds will support are essential to equip the Shipyard for the new Virginia class submarines," said Congresswoman Pingree.

Further descriptions of what funding for the Portsmouth Naval Shipyard will be used for are below.

Gate 2 Security Improvements: $7,090,000

To implement anti-terrorism/force protection measures at Portsmouth Naval Shipyard (PNS), this is a military construction project to construct a new hardened guard house, active barriers, a permanent privately owned vehicle (POV) inspection shelter, an intrusion detection system, and other security upgrades at Gate 2.  The gate/guard stations are the Shipyard's first line of defense against terrorist attacks.  Currently, security at Gate 2 is inadequate, and these necessary upgrades would improve security and better protect base personnel, buildings, and vital submarine repair facilities. It is in accordance with the Navy's 2035 vision.

Consolidation of Structural Shops: 2,000,000

This is a military construction project to consolidate Structural Shop operations located throughout Portsmouth Naval Shipyard.  The existing Building 92, Structural Shop, will be modernized and a new annex of 51,484 SF constructed between Building 92 and Building 76 (Forge and Heat Treat Shop).  The Annex construction will maintain the north and south double gable ends of Building 76 due to their historical significance.

As a result of this project, Structural Shop operations will be re-organized and modernized.  Equipment layout will be improved by removing obsolete equipment, relocating existing equipment, and installing new equipment to provide a streamlined process flow.

This project will modernize the existing steel fabrication facility and construct an annex to this facility to further consolidate operations.  It is the second in a series of projects to physically realign the facilities of the Shipyard to better support the operational processes and to implement a parent/satellite shop concept.

The benefits to the Shipyard will be to reduce repair costs, improve efficiency, and improve the quality of the work area, resulting in an overall improvement in the readiness of the submarine fleet.

Shea-Porter Secures More Than $600,000 for First District Police Departments

WASHINGTON, DC - Today, Congresswoman Carol Shea-Porter announced that the FY 2010 Consolidated Appropriations Act (H.R. 3288), which has passed both the House and the Senate and is now headed to the President's desk for signature, includes $622,000 in funding for police departments in the First District. This funding was requested and secured by Shea-Porter, and includes $315,000 for the Manchester Police Department, $285,000 for the Rochester Police Department, and $22,000 for the Somersworth Police Department.  The Consolidated Appropriations Act passed the House 221 to 202.

"Providing funding for public safety must always be a priority," said Congresswoman Shea-Porter.  "The equipment that these police departments will now be able to purchase will enable New Hampshire to remain the safest state in the country."

Descriptions of how the funding will be used:

Manchester Police Department, Manchester, NH: $315,000

Funds will be used to replace radios and purchase tactical equipment.

Rochester Police Department, Rochester, NH: $285,000

Funds will be used for the acquisition of technology to deal with evolving law enforcement issues.

Somersworth Police Department, Somersworth, NH: $22,000

Funds will be used to purchase portable radios provided to Patrol Officers.

Shea-Porter Secures and Votes for $575,000 for First District Education Funding

WASHINGTON, DC Congresswoman Carol SheaPorter today announced that the FY 2010 Consolidated Appropriations Act (H.R. 3288), which has passed both the House and the Senate and is now headed to the President's desk for signature, includes $575,000 in First District education funding. This funding was requested and secured by Shea-Porter, and includes $450,000 for the University of New Hampshire (UNH) and $125,000 for Lakes Region Community College.  The Consolidated Appropriations Act passed the House 221 to 202.

"These funds will directly benefit New Hampshire students," said Congresswoman Shea-Porter. "As a member of the Education and Labor Committee, I have fought hard to provide the very best educational opportunities and projects for our State."

"The Institute on Disability at the University of New Hampshire is very grateful for Congresswoman Carol Shea Porter's continued support of this important initiative," says National Inclusive Education Initiative (NIEI) director Cheryl Jorgensen. "Due to the Congresswoman's efforts, the NIEI will be able to expand and enhance the deployment of evidence-based training for educators and administrators across the country, conduct research that focuses on students with autism and related disabilities in general education classrooms, and evaluate and report on the effectiveness of year one activities."

Descriptions of what funding for these education projects will be used for are below.

University of New Hampshire, Durham, NH, for its National Center on Inclusive Education for Children with Autism Spectrum Disorders and Related Disabilities: $450,000

The Center will promote, through research, training, product development and dissemination, quality education and supports to students with autism spectrum disorders and related disabilities to improve educational and social outcomes in inclusive educational environments.

Lakes Region Community College, Laconia, NH, for curriculum development and educational equipment for the Energy Services and Technology Program: $125,000

Lakes Region Community College (LRCC) seeks to enhance and expand its Energy Services and Technology program, creating a model program that produces a significant number of highly-qualified energy auditors, analysts and other technicians while serving as a resource for businesses and communities on issues related to energy production and conservation.  The combination of soaring energy prices and climate change make it critical that programs such as this develop quickly and in a manner that projects their expertise and assistance directly into the communities they serve.

Shea-Porter Secures and Votes for Over $1.5 Million for New Hampshire Community Health Centers

WASHINGTON, DC - Today, Congresswoman Carol Shea-Porter announced that the FY 2010 Consolidated Appropriations Act (H.R. 3288), which passed the House yesterday, includes $1,725,000 in funding she secured for New Hampshire Community Health Centers.  This funding includes $1,250,000 for Bi-State Primary Care Association, $250,000 for the Manchester Community Health Center, and $225,000 for the Avis Goodwin Community Health Center in Dover.  The Consolidated Appropriations Act passed the House 221 to 202.

This money is in addition to the $4,957,300 in funding the Avis Goodwin Center received from the American Recovery and Reinvestment Act (ARRA).  On Wednesday, Shea-Porter joined President Obama and other officials at the White House to announce that the Center was receiving ARRA funding.

"Community Health Centers provide critical medical services to people in need of care," said Congresswoman Shea-Porter. "I have seen the great services that these centers provide.  We must continue to invest in our local health care systems so that our most vulnerable citizens have a place to turn to if they fall ill."

"We continue to be so very fortunate to have a Congressional Delegation that understands and supports the value the Community Health Centers provide to their communities in delivering high quality primary health care for all," said Tess Kuenning, Executive Director of Bi-State Primary Care Association.

"This is the best holiday present for the Avis Goodwin Community Health Center staff and our patients," said Janet Atkins, Executive Director of Avis Goodwin Community Health Center.  "We now realize the kind of support we have in the community through our representatives and that all of us together can make our dream come true and as a result provide better access to health care."

"Manchester Community Health Center is pleased to be included in the appropriation recently approved by the House," said Ed George, President and CEO of Manchester Community Health Center.  "We are extremely fortunate to have the support of Congresswoman Shea-Porter and others as we further our mission to bring much needed primary care services to the area's most vulnerable citizens.  These resources will help assure that the services can continue uninterrupted and are delivered in a systematic and purposeful way."

Descriptions of what funding for these Community Health Centers will be used for are below.

Bi-State Primary Care Association, Concord, NH, to support uncompensated care to treat uninsured and underinsured patients: $650,000

This uncompensated care funding will support medical, behavioral health and dental services for the increased cost to care for, and growing number of, uninsured and underinsured patients seen at New Hampshire's Community Health Centers and safety net provider clinics.  Over the past five years, the number of uninsured patients Community Health Centers alone served increased by 45%, caring for approximately one-quarter of the state's uninsured residents.  There is a well-documented connection between insurance coverage and access to care and health-the uninsured are more likely to go without needed care and have poorer health outcomes than those with insurance. The Community Health Centers' and safety net providers' financial health has been compromised due to an increased number of uninsured and underinsured being seen in their practices.  Resources to support the growing uninsured and underinsured are critical to the Community Health Centers' and safety net providers' financial health and survival.

Bi-State Primary Care, Concord, NH, for primary care workforce recruitment: $600,000

New Hampshire Community Health Centers and safety net providers are significantly challenged to recruit and retain a qualified primary care workforce to serve their patients.  Community Health Centers and safety net providers are seeing an increase in the average length of primary care provider vacancies with many positions taking 18 months or longer to fill.   This has a direct impact on access to primary and preventive health care, especially for the underserved, in communities throughout New Hampshire.  The funds will enable Community Health Centers and safety net providers to increase their ability to recruit doctors and dentists to work at Community Health Centers and safety net provider clinics.

Manchester Community Health Center, Manchester, NH for facilities and equipment: $250,000

Funds will be used to assist this non-profit, federally qualified health center, which is focused on serving the uninsured and underinsured in Greater Manchester, purchase the equipment needed for their new facility.

Avis Goodwin Community Health Center, Dover, NH for facilities and equipment: $225,000

Avis Goodwin is currently located in Rochester and Dover, with three clinical locations -- all of which are in need of repairs -- and one administrative building, within 15 miles of one another.  Avis Goodwin is currently at capacity and cannot add any additional providers.  This project will consolidate all four locations into one, in a building that is 3,600 square feet larger than the combination of the current facilities.  This will allow Avis Goodwin to provide health care to an additional 3,000 patients and 1,500 additional dental patients.  In addition, the consolidation saves AGCHC about $200,000 annually.

Populist Caucus Sends Letter to House Leadership Encouraging Job Creation

Washington, DC - Committed to strengthening America's middle class and creating new jobs, the Populist Caucus today sent a letter to Speaker of the House Nancy Pelosi and House Majority Leader Steny Hoyer encouraging them to pass a strong jobs bill to expand the infrastructure investments previously made as part of the American Recovery and Reinvestment Act.

"As members of the Populist Caucus, a Caucus dedicated to job creation, we urge you to pass a strong jobs bill that will build upon the infrastructure investment in the Stimulus Package and create good paying, quality jobs for America's hard working men and women," the letter states. "We believe that despite economic growth, it is clear that Americans on Main Street are still suffering.  The country needs a strong jobs bill that focuses on Main Street workers and small businesses, which are the driving force of our nation's economy."

The letter was signed by 19 members of the Populist Caucus, including Chairman Bruce Braley (IA-01), and Vice Chairs Keith Ellison (MN-05) and Betty Sutton (OH-13).  Other Populist Caucus members signing the letter were Reps.
