Saturday's Delegate Selection and State Committee Meeting

So, as many are aware, on Saturday the remainder of New Hampshire's Democratic National Convention delegation was chosen (interestingly, a matter of some contention, affirmative action rules gave the Clinton campaign New Hampshire's seat on the Credentials Committee by default), followed by the unanimous selection of superdelegate Ray Buckley to be Chair of the delegation. Also, the state Democratic committee met, choosing two new DNC members: State Senator Peter Burling was elected, defeating incumbent Gaetan DiGangi (who graciously asked that the vote be recorded as unanimous for Burling), and our own Kathy Sullivan was elected unanimously and unopposed.

Congratulations to the new delegates and DNC members (and to both of the new DNC members, who were each chosen to be a delegate today as well), and don't forget to pre-register for the State Democratic Convention, coming up on May 17.

Nice to meet those of you I saw today, and sorry to those I saw and didn't get to introduce myself to--I'm sure everyone here is looking forward to next Saturday.

Edit: I had forgotten to reflect that Sen. Burling, too, was chosen to be both a DNC member AND a delegate today--I fixed it after being reminded by the Chairman's comment below.

Thanks for the posting this. It has been quite the day.

Here are some of my observations too...

The NH delegation is now 12 Obama, 12 Clinton and 4 Edwards with two uncommitted.

The majority of the NH delegation are first time delegates.

NH delegation is 37% from "historically underreptesented groups" (Black, Latino, Asian-Pacific, Native American, LGBT, disabled, over 65, under 25).

I think Anita Freedman appreciated the show of respect by those who have served with her on the DNC. The June 20th testimonial salute in Portsmouth for Anita will be great.

Congrats to Peter Burling and Kathy Sullivan for both being elected delegates and also elected to the DNC.

I predict that Gaetan will be leader in the NHDP for years.

Congrats to Meg Hassan of Exeter and Brady Manning for being selected as the delegation pages. I think they did a great job with their essays.

Freshman state rep. David Pierce was also a two-fer yesterday - he was elected to the NHDP's rules committee and became the Arrangements Chair for the NH Delegation to Denver.

Witnessing Kathy get choked up talking about her parents never gets old.

Dave Scannell gave the best speech of the day.

Not sure if a machine has been invented that is more efficient than the NHDP staff.

The IOP is a NH treasure.

Kudos to Coos County Chair Paul Robitaille for giving back the 50/50!

Once again youth is represented - we have an 19 year old and a 20 year old delegate.

We have three African American Delegates.

Chris and I make it two openly gay delegates.

And we have five over 65.

Congrats to Paul Twomey for being elected to the National Platform Committee  and to Donna Soucy and Joe Foster for being named to the Credential and Rules Committees respectively.

Our status as the new majority party is highlighted by the number of elected officials that will be attending the convention:

Our governor.

Both members of congress.

Four members of the senate.

Five members of the House (plus two state reps who are NHDP employees)

One county elected official.

One city councilor.

One school board member.

Ray kept it very "concise"

BH-ers stuck together, Kathy and I had a good time sitting next to each other, commenting on the "conciseness" of the meeting, every now and then.

Congrats to Kathy and Peter, we know you will serve NH well as our DNC Reps!

All in all a great meeting, got to go over some really interesting material, looking forward to hearing what the NHDP has to say about splitting up Hillsborough County (good thing or a bad thing, not really sure, I am interested in hearing more on the subject).

Can someone explain the affirmation action rules in regards to seating the member to the Credentials Committee?  

I'm sure this was contentious because, it will be the credentials committee that ultimately decides whether or not to seat Florida and Michigan's delegates and could decide the nomination in a brokered convention...

To make a long story short (4.00 / 2)
NH is entitled to one member on each of the three standing committees: credentials, rules and platform (this rules committee is not the same thing as the DNC Rules Committee). The rules required the standing committees to be gender balanced, so, with an uneven number (three),  you have to have either two women and one man, or, two men and one woman. Each of Obama, Clinton and Edwards were entitled to nominate a member to each committee; th nominations had to be in by five pm last Friday. The Clinton campaign nominated a woman for the credentials committee, Chaz Proulx to the platform committee, and another man to the rules committee. Obama nominated one man for all three committees, and the Edwards campaign nominated one man for each of the three committees. As a result, since there had to be one woman member of the standing committees, and the only woman nominated was one for only one committee, the credentials committee, the chairman ruled that she had to be awarded the committee, basically by default.  Had either Edwards or Obama nominated a woman to one of the committees, there would have been a vote on credentials. Having said that, I spoke with enough people later to ascertain that there would have been enough votes to elect the Clinton nominee to credentials anyway.
The rules were drafted well over a year ago, well before anyone had any idea that credentials would mean anything. The gender equality rules have been around for decades.
I'm not sure why you say this was contentious. When the chairman made his ruling, he was asked to explain it, he did, one Obama delegate made a statement that he thought it was unfortunate, and that was pretty much it. Overall, the three candidate delegations were very cohesive.

Doesn't sound contentious.  I wasn't able to run for delegate for Obama because of my daughter's surgery in December, and I'm not sure if any of his NH delegates are women (are they?)--- but seems to point out the importance of campaigns being well informed about the NH processes and making sure that different people are nominated for each othe different committees.

When my life is more normal (when will that be?) I hope to be more involved.

On a different note, will you be at the Bash?

1. NH was alloted ONE position on the Credentials, Platform and Rules Committees.

2. Each campaign was eligible for ONE slot on ONE committee.

3. For gender diversity no more than two committee members can be of the same gender: 2 M and 1 F or 2 F and 1 M but never 3 M of 3 F.

4. The campaigns must name their choices for each of the committees in a letter to me by 5pm Friday April 25.

5. On April 11, Hillary submitted Donna Soucy for Credentials, Chaz Proulx for Platform and Ed Foley for Rules.

6. On April 23, Obama submitted Paul Twomey for all three committees.

7. On April 23, Edwards submitted Joe Foster for all three committees.

8. Since Donna was the only female nominated for any position by any candidate. Donna was declared the winner for the Credentials Committee.

9. In the race between Paul and Joe for Platform, Paul won.

10. Joe was declared the member of Rules by default.

"I'm going outside the primary window," [Michigan Sen. Carl Levin] told me definitively.

"If I allow you to do that, the whole system collapses," I said. "We will have chaos. I let you make your case to the DNC, and we voted unanimously and you lost."

He kept insisting that they were going to move up Michigan on their own, even though if they did that, they would lose half their delegates. By that point Carl and I were leaning toward each other over a table in the middle of the room, shouting and dropping the occasional expletive.

"You won't deny us seats at the convention," he said.

"Carl, take it to the bank," I said. "They will not get a credential. The closest they'll get to Boston will be watching it on television. I will not let you break this entire nominating process for one state. The rules are the rules. If you want to call my bluff, Carl, you go ahead and do it."

We glared at each other some more, but there was nothing much left to say. I was holding all the cards and Levin knew it.

NH Dems elect party delegates, reflect on Clinton-Obama race

MANCHESTER, N.H.-New Hampshire Democrats elected the remaining members of their delegation to the party's national convention on Saturday, confirming what is playing out on the national stage -- the two candidates are in a close race and their supporters are passionately behind them.

The state party will send 30 delegates to the convention in Denver, including seven superdelegates, two of whom remain uncommitted.

Here's how the numbers appear to stack up: 12 delegates each for Sens. Barack Obama and Hillary Rodham Clinton and four for former Sen. John Edwards, who stopped campaigning, but has not officially withdrawn from the race. At least two of the four Edward delegates said they have not yet selected a new candidate.

Obama had been ahead by one delegate -- even with Clinton winning the popular vote in the New Hampshire primary. But Party Chairman Ray Buckley selected his predecessor, Kathy Sullivan, for the "unpledged delegate" on Saturday. Sullivan was Clinton's co-chair in the state.

Buckley, a superdelegate whose allegiance remains a mystery, said his choice of Sullivan should not be seen as an indication of how he will vote. He said he made the offer long ago.

"It was before anybody had announced for president," Buckley said. "It was before Hillary or Obama had come to New Hampshire for their first trip, and it was a good ten months before she (Sullivan) decided to even be involved in the campaign."

Buckley said he plans to make his preference known at the convention. Gov. John Lynch, also a superdelegate, has not pledged yet.
