It was a close vote, 178-167. A motion to reconsider failed.

We win!

In spite of all the mean spirited testimony, the NH legislature voted against discriminating against our gay and lesbian brothers and sisters.

Now - it's up to Governor Lynch.

Give him a (polite) call at: 603-271-2121.

how much time does governor lynch have to sign? by what day does the bill automatically become law if he does not veto nor sign it?

It doesn't necessarily get sent up to his office right away.  Which is not to say people shouldn't call or e mail, just that the clock may not be ticking yet.

[Art.] 44. [Veto to Bills.]

Every bill which shall have passed both houses of the general court, shall, before it becomes a law, be presented to the governor, if he approves, he shall sign it, but if not, he shall return it, with his objections, to that house in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it; if after such reconsideration, two-thirds of that house shall agree to pass the bill, it shall be sent, together with such objections, to the other house, by which it shall likewise be reconsidered, and, if approved by two-thirds of that house, it shall become a law.

But in all such cases the votes of both houses shall be determined by yeas and nays, and the names of persons, voting for or against the bill, shall be entered on the journal of each house respectively. If any bill shall not be returned by the governor within five days (Sundays excepted) after it shall have been presented to him, the same shall be a law in like manner as if he had signed it unless the legislature, by their adjournment, prevent its return, in which case it shall not be a law.

As the former Chairman of the legislative Administration committee in the House, the bill will go through the enrolled bill process after it is passed by both chambers. This ensures no typos or glaring errors. This process happens through the Sect. of State's office in NH. The SOS is a nice man, but his office can be a bit slow during this process.The Chairs of the Senate and House enrolled bills subcomm will then sign off on the enrolled bills report and then... once the bill is properly enrolled and presented to the Governor, the five days begins.

At a guess, anyhow? Hit his desk sometime today, won't arrive until Monday morning, lucky if we have it by the Fourth of July? Or it too unpredictable to say?

Tuesday at the earliest, could be a week or more.  BUT, he can make his determination anytime, so no time to waste to get E-Mails, FAXES, telephone calls, and letters and notes to hm.  Drop by tomorrow or Monday at his office at the State House -- leave a note with the receptionist.  Even if people have already done so, do so again.  He needs to hear from us -- he's hearing from hundreds of others.

Lynch said that because the Senate was still making important changes to the proposed law in a separate bill yesterday, he cannot say what stance he'll take on the Legislature's finished product.

"These are much more than technical changes," he said of Senate action. They affect the bill's impact on religious organizations and distinctions between civil and religious marriages, he said.

I still hope he surprises us, like last time, and signs it quickly. There is not going to be much difference in how it affects NH or the voting in 2010 if he were to sign it tomorrow as opposed to letting it sit on his desk -- but nationally that back to back ME & NH momentum would be hard to beat.

I was inspired by the Keene area's Representative and his reasons for voting to concur. He made a case for it being not what he considers right personally, but rather what is lawful and fair under the Constitution. All people are equal and afforded the same rights and protections. As a (former) Marine who's taken one for the team, he knows well the sacrifices made to defend those legal protections. I was pleased and surprised as many applauded his words.

The other thing I learned today by attending the session is how unsuited I would be for the job. One would need the patience of Job, or a Saint or whatever. Some real bad apples.

I got a chance to compliment Mo Baxley for all her efforts, here at BH and on FB to push for passage. How galling it must have been to hear members at the very last moments say,"We should not rush into this..."

One Senator who will remain nameless turned and said, 'are you kidding, we had about 9,000 hearings on this'.
To each their own, I guess.

I was watching CNN about five minutes ago and there was an ad urging people to call Gov. Lynch and remnind him of "his promise to veto" the gay marriage bill.

If you haven't already sent a note to the Gov. supporting marriage equality, please do it now.

If this is the ad you saw, it almost makes the opposite point of what they're trying to say: they're proving that all they can come up with as evidence of the "promise" is a clip of Lynch saying, "Gay marriage is not currently permitted under New Hampshire law" from a few years ago.

When I called, it was odd. I had to dial the whole 1 603 271 2121 to get through, if I tried using just 2712121 I got a different switchboard and could not leave a message.
(Or maybe I just screwed up.)

Really hope Lynch signs this, rather just allowing it to become law without his signature.
