Mayor Guinta Delinquent on Sewer Taxes AGAIN

For the second time in two years, Mayor Frank Guinta has failed to pay the sewer bill on his apartment building on Youville Street in Manchester.    Last year, the City of Manchester put a lien on the Republican Congressional candidate's investment property after he failed to pay over $3,300 in real estate and wastewater taxes.  Now the city tax collector's web site shows that the Mayor has again neglected to pay his sewer taxes and has an outstanding bill with the city for $441.86.

This news comes on the heels of a federal elections report which showed that the Mayor failed to disclose to the press a $20,000 personal loan made to his floundering Congressional campaign.  Guinta's spokesman touted the Mayor's fundraising numbers as a coup for the candidate, but subsequent reviews by the media revealed that nearly 20 percent of his total fundraising was actually a personal loan from Guinta.

Guinta has also been the subject of recent news accounts regarding his failure to call the police when a brawl broke out at a local private social club, in which a local alderman was allegedly assaulted and another local Manchester resident suffered injuries resulting in 4 1/2 hours of reconstructive surgery.

A reporter must have called Mayor Guinta, because when I tried to link here, the tax collector's web site miraculously showed the bill as paid. However, it is my understanding that the NHDP has copies of the web site printed up from yesterday and this morning showing the bill as delinquent, that the delinquency date was April 23, 2009.

As a resident of Manchester, I would like to thank the NHDP for helping our revenue collection.

according to a report in a well-known congressional newspaper? This made no sense until I looked up the definition of "touted":

Looks like the reporter must have a sense of humor.

The mayor's spokesman said,

The Mayor paid his bill before the Democrats even thought of making this false charge, so perhaps they should check their facts before trying to distract from their candidates [sic] failures to New Hampshire families.

What was false? Nothing.
The tax collector's web site showed that the Mayor's sewer bill became delinquent on April 23, 2009.
According to the web site, the bills are only sent to the tax collector's office (and therefore posted as delinquent) when they are delinquent:

Waste Water Billing Process:

The Tax Collector's Office is the collection Agency for the Delinquent Waste Water Accounts. Once the accounts are transferred to the Tax Collector's Office for collection, the account must be paid here. If for some reason you have paid the amount to the Environmental Protection Division, their office will apply the payment Once the bills become three months past due, the Environmental Protection Division sends a warrant list to the Tax Collector's Office.towards the current wastewater bill that is due at the Environmental Protection Division. We receive a warrant list of delinquent accounts four times a year. Per RSA 149-I:11 Liens and Collection of Sewer Charges and RSA 38.22 Liens and Collection of Charges. The Board of Mayor and Alderman then approve the warrant list. Once approved, we send a new delinquent notice to the customer showing all the delinquent wastewater bills including twelve per cent interest, (RSA 76:13) the bills also show your lien amount if your account has gone to lien, including eighteen per cent interest, and cost amounts. These bills are due in Tax Collector's Office.

The mayor did lend nearly 20% of the amount he reported raised.

The mayor has bween the subject of recent news accounts about a fight in a bar.

Liens were posted on the mayor's property last year.  

Questions for the Mayor's spokesman:  
(1) what isn't true in the release?
(2) when did he pay the bill?
(3) was the bill delinquent when paid?
(4) why was the bill paid late?
Instead of answering any of these questions, he instead launched into an attack on Carol Shea Porter.  Once again, instead of dealing with a problem candidly, the Mayor's campaign is trying to shift attention away from the issue.

Guinta's Spokesman Digs a Bigger Hole (4.00 / 2)
Well, Mr. Biundo continues to dig bigger holes for Frank Guinta to fall into; the poor Mayor will be in China soon at the rate Mr. Biundo is digging (although the Mayor has to take responsibility for his own campaign's statements . Here is his response on the Pindell site to my four questions above:

Biundo then issued a statement to NHPoliticalReport.com that Guinta had paid the bill yesterday and had some questions in return for Democrats.

"The bill was paid in full yesterday, prior to today's attacks and prior to us having or [sic]
knowledge they were imminent. It amounted to nothing more than a simple oversight that was corrected. I am sure most families can relate to this type of occurrence.

Now, in his first statement, Mr. Biundo called the NHDP release a "false charge", and misleading. Now we find out that indeed, Mr. Biundo was not being candid, that in fact the bill, which became delinquent on April 23, was only paid yesterday. So, what was false, and misleading, was not the NHDP press release, but the Guinta campaign's initial response.

This comes on the heels of the Guinta campaign puffing his fundraising, which was then shown to be false and misleading when the media discovered that nearly 20% of the money reported was a loan from Frank Guinta.

Which came on the heels of the Mayor's failure to call the police after the Fish incident.  

One other thing that does not ring true about this statement: the Mayor didn't pay the sewer bill last year, as well as some property taxes, it was splashed all over the Union Leader. Under those circumstances, saying this is a simple oversight which everyone can relate is, well, kind of odd. Plus, most people who have issues paying their bills don't have $20,000 they can lend to a political campaign.
