A drop in unemployment, plus a strong bond rating, plus, when the R's thought they had the governor in a corner due to the failure of the feds to pass legislation which would have provided $45,000,000 to the state, the state ended up with about $35,000,000 more in revenue than the most recent projections (on which the legislature had based their adjustments).
